TO ALL PROSPECTIVE BIDDERS:



PURPOSE: The Maryland Environmental Service (Service) is seeking competitive sealed bids from qualified Contractors to transport municipal solid waste (MSW) from Midshore I Regional Solid Waste Facility (MS1) located at 7341 Barkers Landing Road, in Easton, Maryland to Midshore II Regional Solid Waste Facility (MS2), located at 12236 River Road, in Ridgely, MD. It is anticipated that 25,000 tons of MSW originating in Talbot County will be delivered to MS1 for transfer to MS2, and that the hauling will be approximately 60 tons a day, to be transported Monday through Saturday.



MBE SUBCONTRACT PARTICIPATION: An overall MBE subcontract participation goal of seventeen percent (17%), of the total amount of the bid has been established for this procurement. Prospective Bidders may search the Maryland Department of Transportation (MDOT) MBE Directory online for certified Minority Business Enterprises by accessing the MES Web Site at http://www.menv.com/mbe.shtml. Both the minority and non-minority prime submitting a bid shall attempt to achieve the MBE subcontract participation goal established in the Invitation for Bids. The MBE prime may not use its workforce to achieve the established MBE subcontract goal.



TERM OF CONTRACT: The initial term of the Contract shall be for one (1) year period, staring from the date indicated in the Notice To Proceed issued by MES. The contract may be renewed for up to three (3) additional one (1) year extensions at the discretion of MES.



SITE VISITS: A Site Visit can be arranged by contacting, at least twenty-four hours in advance, Brian Johnson at 410-820-8383 for the Midshore I RSWF in Easton, and Chris Nash at 410-634-9304 for the Midshore II RSWF in Ridgely. The purpose of the Site Visit is to allow potential Bidders the opportunity to familiarize themselves with the facilities.



DEADLINE FOR BID SUBMISSION: The Maryland Environmental Service will receive sealed Bids at its Headquarters in Millersville, MD. Bids will be received until 3:00 PM on November 30, 2010, at which time all bids shall be opened and read aloud. Instructions for delivering bids to the Headquarters are included in the solicitation. Bidders are solely responsible for the timely receipt of their bids. Late Bids will not be accepted. Electronically transmitted bids will not be accepted.

NOTE: To ensure timely delivery to the Procurement Division prior to the established bid due date and time, both the exterior and interior envelopes – particularly those delivered via courier (i.e. UPS, Fed Ex, USPS, etc.) – MUST BE marked as specified.
