NOTICE TO BIDDERS
MASONVILLE COVE ENVIRONMENTAL AREA:
HAULING OF CLEAN FILL

TO ALL PROSPECTIVE BIDDERS:
PURPOSE: The Maryland Environmental Service (Service) is seeking competitive sealed bids from qualified Contractors to haul clean fill to stockpile locations at the Masonville Cove Uplands Environmental Area (Masonville) at 900 Frankfurst Ave Baltimore MD 21226. MES requires clean fill material for the capping of approximately 10 acres of land at the Masonville Cove Environmental Area. From time to time, MES has opportunities to obtain borrow material free of charge or at a reasonable cost, provided MES can haul the material from the borrow source to Masonville. The intent of this procurement is to provide MES with Contractors who are available to haul material. The location(s) of the borrow source(s) is unknown at this time. The location(s) of the borrow sources will be determined as potential suppliers of the material are identified and the material is certified as acceptable for use at the Masonville Environmental Area. MES anticipates that approximately 50,000 cubic yards of material will be required. Therefore, there may be several sources of the material.
MBE SUBCONTRACT PARTICIPATION: An overall MBE subcontract participation goal of thirty percent (30%), of the total amount of the bid has been established for this procurement. Prospective Bidders may search the Maryland Department of Transportation (MDOT) MBE Directory online for certified Minority Business Enterprises by accessing the MES Web Site at http://www.menv.com/mbe.shtml. Both the minority and non-minority prime submitting a bid shall attempt to achieve the MBE subcontract participation goal established in the Invitation for Bids. The MBE prime may not use its workforce to achieve the established MBE subcontract goal.
TERM OF CONTRACT: MES anticipates that hauling will be required into the Spring of 2011. However, in the event that all the material required is not available during that timeframe, the term of this contract shall be from the date of execution until December 31, 2011. MES reserves the right to extend this contract for two (2) additional years at the same terms and conditions upon agreement of both parties. MES may also unilaterally terminate this agreement at any time upon written notice to the contractor.
PRE-BID CONFERENCE/SITE VISIT: MES will conduct a Pre-Bid Conference / Site Visit on November 16, 2010 at 10:00 AM. The pre-bid conference / site visit will begin at the MES office trailer located at 1000 Frankfurst Avenue, Baltimore, MD 21226. Safety shoes are strongly recommended for the site visit. Attendance is not mandatory, however, bidders are solely responsible for becoming acquainted with the documents and job site prior to submitting a bid.
DEADLINE FOR BID SUBMISSION: The Maryland Environmental Service will receive sealed Bids at its Headquarters in Millersville, MD. Bids will be received until 2:00 PM on November 30, 2010, at which time all bids shall be opened and read aloud. Instructions for delivering bids to the Headquarters are included in the solicitation. Bidders are solely responsible for the timely receipt of their bids. Late Bids will not be accepted. Electronically transmitted bids will not be accepted.

NOTE: To ensure timely delivery to the Procurement Division prior to the established bid due date and time, both the exterior and interior envelopes – particularly those delivered via courier (i.e. UPS, Fed Ex, USPS, etc.) – MUST BE marked as specified.
