Title of RFP: FISCAL INTERMEDIARY SERVICES FOR OFFICE OF HEALTH SERVICES

Description of services: The Office of Health Services (OHS) intends to acquire Fiscal Intermediary Services for the following purposes: The first is to provide payroll payment services for program participants of the Living at Home Waiver Program. The second is to provide State and Federal voluntary tax withholding services to independent, self-employed, personal care providers for the Medical Assistance Personal Care Services Program (MAPCSP) and the Home- and Community-Based Services Waiver for Older Adults (WOA) Program. The third purpose is to deduct payment for organizational dues for some providers and attendants of the following Medicaid programs: the Living at Home Waiver Program (LAH); the Medical Assistance Personal Care Services Program (MAPCSP); and the Home- and Community-Based Services Waiver for Older Adults (WOA) Program. The contract will be awarded for a three-year period on or about June 1, 2010 with two, one-year options to renew.
One award is anticipated from this solicitation.
Minimum Requirements:
Fiscal Intermediary for Living at Home Waiver (LAH)
1. Have knowledge of Federal and State tax, labor, unemployment, and worker's compensation insurance rules and regulations pertaining to employment of household/domestic service employees and the Federal and State requirements that must be met to be a fiscal agent in the State of Maryland.
2. Have at least two (2) years experience with payroll payment and IRS reporting requirements.
3. Have at least one (1) year experience functioning as a fiscal intermediary for individuals with disabilities who choose to employ and direct personal care services.
4. Currently operate a business using generally accepted accounting principles and performing business functions similar to those described in this RFP.
Fiscal Intermediary for Medical Assistance Personal Care Services Program (MAPCSP and the Home- and Community-Based Services Waiver for Older Adults (WOA) Program
1. Have knowledge of Federal and State estimated tax withholding, reporting and depositing rules and regulations pertaining to self-employment income taxes and the Federal and State requirements that must be met to be a fiscal agent in the State of Maryland (including state income tax withholding in accordance with interstate income tax reciprocity agreements with MD/ DC/PA/VA/WV.
2. Have at least two (2) years experience with payment processing and State and IRS reporting requirements.
3. Operate a business using generally accepted accounting principles.

Contract Term: Base: June 1, 2010 to May 31, 2013
Option #1 June 1, 2013 to May 31, 2014
Option #2 June 1, 2014 to May 31, 2015

Electronic Funds Transfer: By submitting a response to this solicitation, the Offeror agrees to accept payments by electronic funds transfer unless the State Comptroller’s Office grants an exemption. The selected Offeror shall register using the attached form COT/GAD X-10 Vendor Electronic Funds (EFT) Registration Request Form (Appendix E). Any request for exemption must be submitted to the State Comptroller’s Office for approval at the address specified on the COT/GAD X-10 form and must include the business identification information as stated on the form and include the reason for the exemption.

Pre-proposal conference:
To be held at The Department of Health and Mental Hygiene 201 W. Preston Street, Baltimore, Maryland 21201, Room L-4 on Thursday, March 11, 2010 @10:00 a.m. (EST). There is a parking lot directly across from the building and there are nearby garages with costs ranging between $12 and $20. Public transportation is located within walking distance of the building. The “State Center” subway stop is located across from the building and the Cultural Center-State Center light rail stop is within a few blocks of the building. Metered on-street parking is available for a quarter per 15 minutes to an hour. Individuals may contact the Contract Monitor listed above to request accommodations for special needs.
MBE subcontracting goal: A MBE Subcontracting Goal of 10% has been established for the contract to result from this solicitation.
