NOTICE TO OFFERORS

MONTGOMERY COUNTY RECYCLING CENTER:

GENERAL LABOR SERVICES

DEADLINE FOR SUBMISSION: November 23, 2010 BY 2:00 PM.



PURPOSE: Maryland Environmental Service (MES) is soliciting Proposals from qualified contractors to provide general labor services at the Montgomery County Recycling Center in Derwood, Maryland. The scope includes furnishing employees plus an onsite supervisor to perform full time duties within the Recycling Center plant including commingled material sorting and handling, cleaning, painting, associated chores, and other duties as needed. In addition, the On-Site supervisor will supervise the Contractor’s employees and act as a contact between the Contractor’s employees and the MES Plant Management. The Contractor shall normally provide approximately twenty-five general laborers and one on-site supervisor each day.



MBE SUBCONTRACT PARTICIPATION: An overall MBE subcontract participation goal of one percent (1%) of the total amount of the proposal has been established for this procurement. Prospective offerors may search the Maryland Department of Transportation (MDOT) MBE Directory online for certified Minority Business Enterprises by accessing the MES website at http://www.menv.com/mbe.shtml. Both the minority and non-minority prime submitting a bid shall attempt to achieve the MBE subcontract participation goal established in the Request for Proposals. The MBE prime may not use its workforce to achieve the established MBE subcontract goal.



CONTRACT TERM: The term of the contract shall be two (2) years from the date of the Notice to Proceed issued by MES. The Service reserves the right to renew the contract for up to three (3) additional one (1) year periods, at rates not increased more than three percent (3%) per year above the rates established on the Price Proposal form.



PRE-PROPOSAL CONFERENCE / SITE VISIT: A pre-proposal conference and site visit has been scheduled for November 10, 2010 at 10:00 AM at the Montgomery County Recycling Facility, located at 16105 Frederick Road, in Derwood, MD. Contractors are encouraged to bring safety shoes, glasses, hard hats and safety jackets when visiting the site.



DEADLINE FOR SUBMISSION OF PROPOSALS: The Maryland Environmental Service will receive sealed Proposals at its Headquarters in Millersville, MD. Proposals must be received before 2:00 pm on November 23, 2010. Offerors are solely responsible for the timely receipt of their proposals. Late Proposals will not be accepted. Electronically transmitted proposals will not be accepted.



To ensure timely delivery to the Procurement Division before the established proposal due date and time, both the exterior and interior envelopes – particularly those delivered via courier (i.e. UPS, Fed Ex, USPS, etc.) – MUST BE marked as specified.

Mark each envelope (TECHNICAL OR PRICE) clearly as to contents and include your company name.
