This is a position-specific recruitment for the DEPARTMENT OF HUMAN RESOURCES, OFFICE OF GRANTS MANAGEMENT. The resulting list of eligibles will be used to fill this position/function only. SALARY: $42,891 - $68,664 (Grade 17)
Temporary Salary Reduction through June 30, 2011.

POSITION DUTIES: This position manages all fiscal services for the Office of Grants Management (OGM) including preparing and monitoring the budget and directing the development, implementation and monitoring of all contracts and other procurement activities to ensure that OGM programs and initiatives are fully operational and functioning. Coordinates efforts of Program Analysts and others within the department serving as liaison with service providers on issues related to implementation of contracts and payment for services rendered; Promotes the work of the department through frequent contact with interested groups and individuals, i.e., CPU, Budget and Finance, AG, Legislative and Federal Auditors and/or Program Monitors, contractors and other State agencies’ representatives. As a member of the unit’s management team, assists with the formulation of departmental policies, directs or assists in the direction of the activities of the unit, participates in the evaluation of current staff, interview and selection of new staff, both programmatic and fiscal.

MINIMUM QUALIFICATIONS:

EDUCATION: A Bachelor’s Degree from an accredited college or university.

EXPERIENCE: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions. 1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
