Pre-Proposal Conference: A Pre-Proposal Conference will be held on March 11, 2010 at 3:00 pm. until 5:00 p.m. in the Maryland Department of Aging Large Conference Room.







Closing Date and Time: March 25, 2010 at 4:00 PM (Eastern Standard Time)





The Maryland Department of Aging (“MDoA” or “Department”), intends to contract for Fiscal Intermediary Services to provide: (a) payment processing, fiscal accounting and required Federal and State reporting for Participant-Directed Benefits under the Community Living Program (CLP). The contract will be awarded for a one-year period starting on or about May 10, 2010 to May 9, 2011. One award is anticipated from this solicitation.



Mandatory Registration



In order to receive a contract award, an Offeror must be registered on e-Maryland Marketplace. These guidelines can be found on the website at www.eMarylandMarketplace.com.



Pre-Proposal Conference



A Pre-Proposal Conference will be held on March 11, 2010 beginning at 3:00 p.m. (local time) at the Maryland Department of Aging, 301 West Preston Street, Suite 1007, Baltimore, MD. Interested Offerors may participate in the Pre-Proposal Conference by telephone via a teleconference connection. Participation in the Pre-Proposal Conference is not mandatory, but all interested Offerors are encouraged to participate in order to facilitate better preparation of their proposals. In addition, participation may facilitate the Offeror’s understanding and ability to meet the State’s Minority Business Enterprise (MBE) goals. Interested Offeror’s that want to participate by telephone must send an e-mail to Casey Brown (E-mail: cmb@ooa.state.md.us) requesting the teleconference call-in number by 4:00 p.m. March 9, 2010.



In addition, as promptly as is feasible subsequent to the Conference, a summary of the Pre-Proposal Conference and all questions and answers known at that time will be distributed, free of charge, to all prospective Offerors known to have received a copy of this RFP.
