BALTIMORE COUNTY PUBLIC SCHOOLS – INVITATION TO BID

RENOVATIONS AND ADDITIONS FOR MILFORD MILL ACADEMY



The Board of Education of Baltimore County invites Contractors to bid on the RENOVATIONS AND ADDITION FOR MILFORD MILL ACADEMY, Solicitation Number JMI-615-11. Procurement questions can be emailed to Jeffery J. Miller at Jmiller14@bcps.org, or they may be faxed to 410-887-7831. Verbal questions will not be taken.



Contractors proposing to bid may obtain solicitation documents beginning Thursday, October 28, 2010, through www.bcps.org. Scroll to the bottom of the BCPS web-page; Click the link: "Do business with BCPS" (under the "How do I?" section); Click the "Bid Board" link; Click onto "Invitation to Bid”. Solicitation documents can be ordered electronically or picked-up in person from Gardens Reprographics (419 Saint Paul Place, Baltimore, MD 21202. Hours: Monday through Friday 8 – 5. A pre-bid meeting is scheduled for Thursday, November 11, 2010, 3:00 P.M., at Milford Mill Academy, 3800 Washington Avenue, Baltimore, MD 21207.



Sealed bids will be received until Wednesday, December 1, 2010, no later than 2:00 P.M. in the Office of Purchasing at Baltimore County Public Schools Office of Purchasing, located at 1940 Greenspring Drive, Suite G, Timonium, MD 21093. A public bid opening will be held approximately 10 minutes after the due date and time for this solicitation.



All bidders shall be pre-qualified by Baltimore County Department of Public Works (BCDPW), Contracts Division, Category "I", Buildings, Classification Number 2 (Renovations) and/or Classification Number 1 (New Building Construction), prior to the date of bid opening. Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. The contractor or supplier who provides materials, supplies, equipment and/or services for this construction project shall attempt to achieve the specific overall MBE goal of 27 percent established for this project. All prime contractors, including certified MBE firms, when submitting bids or proposals as general or prime contractors, are required to attempt to achieve this goal from certified MBE firms. The sub goals established for this project are 8 percent from African American-owned businesses and 10 percent from woman–owned businesses. The bidder or offeror is required to submit with its bid or proposal a completed Attachment A -Certified MBE Utilization and Fair Solicitation Affidavit and Attachment B - MBE Participation Schedule, as described in the solicitation documents.



This project is subject to Davis-Bacon Act Wage Determinations as set by the Wage and Hour Administrator at the U.S. Department of Labor and as provided in Specification Section 00850.



The Board of Education of Baltimore County reserves the right to reject any or all proposals and to waive informalities.
