NOTICE TO BIDDERS
GARNER SCRAP TIRE STOCKPILE CLEAN UP: RAVINE 5 SECTION 3 & RAVINE 4 SECTION 1

TO ALL PROSPECTIVE BIDDERS:
PURPOSE: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractors to furnish all labor, supplies, services, heavy equipment, materials, tools, and machinery necessary for removing, transporting and disposing waste tires in Section 3 of Ravine 5. The tire quantity estimate is 132,000+/- passenger tire equivalents (PTE) (1,320+/- tons). The Tires shall be disposed at a State of Maryland licensed tire acceptance facility or other Service approved recycling/end-user facility. Tire removal and all associated site work and restoration work for Ravine 4 Section 1 may be added to the Contract as an Add Alternate at the time of Contract award. Ravine 4 Section 1 is estimated to contain 66,000 tires (660 tons). The work also includes tree protection; installation of erosion and sediment control measures; haul road and loading area construction; drainage swale and rock outlet protection installation; non-tire waste removal, hauling and disposal; slope grading and benching; vegetative stabilization; tree planting and tree maintenance.
MBE SUBCONTRACT PARTICIPATION: An overall MBE subcontract participation goal of six percent (6%) of the total amount of the bid has been established for this procurement. Prospective bidders may search the Maryland Department of Transportation (MDOT) MBE Directory online for certified Minority Business Enterprises by accessing the MES website at http://www.menv.com/mbe.shtml. Both the minority and non-minority prime submitting a bid shall attempt to achieve the MBE subcontract participation goal established in the Invitation for Bids. The MBE prime may not use its workforce to achieve the established MBE subcontract goal.
TIME FOR PERFORMANCE: The term of the contract shall be for one hundred fifty (150) calendar days, beginning from issuance of a written notice-to-proceed from the MES Project Manager (or his/her designee) for Ravine 5 Section 3. The successful contractor will be expected to begin within ten (10) calendar days of the date established in the Notice to Proceed. Liquidated damages of $1,000 (one thousand dollars) will be assessed against the Contractor for each day the project remains incomplete beyond the specified completion date. Bidders are to refer to the technical specifications for additional time for performance information.
BONDING REQUIREMENTS: When the base bid is in excess of one hundred thousand dollars ($100,000) each bidder shall furnish bid security in an amount not less than 5% of the base bid. For all contracts in excess of one hundred thousand dollars ($100,000) the successful bidder shall also furnish a performance bond and a payment bond for the full value of the contract.
MANDATORY PRE-BID CONFERENCES/SITE VISITS: Mandatory Pre-Bid Conferences / Site Visit will be held at the Brandywine/ Garner Site located off of Nelson Perrie Road in Brandywine, MD on October 13, 2010 at 2:00 PM and on October 19, 2010 at 10:00 AM. Bidders are solely responsible for becoming acquainted with the documents and job site prior to submitting a bid. Bids will not be accepted from Firms who did not attend one of the two Mandatory Pre-Bid Conferences / Site Visits.
DEADLINE FOR BID SUBMISSION: The Maryland Environmental Service will receive sealed Bids at its Headquarters in Millersville, MD. Bids will be received until 2:00 PM on November 2, 2010, at which time all bids shall be opened and read aloud. Instructions for delivering bids to the Headquarters are included in the solicitation. Bidders are solely responsible for the timely receipt of their bids. Late Bids will not be accepted. Electronically transmitted bids will not be accepted.

NOTE: To ensure timely delivery to the Procurement Division prior to the established bid due date and time, both the exterior and interior envelopes – particularly those delivered via courier (i.e. UPS, Fed Ex, USPS, etc.) – MUST BE marked as specified.
The right is reserved, as the interest of the Maryland Environmental Service may appear, to reject any items of any Bid.

Failure to follow these instructions may result in a delayed response to bidder inquiries. The deadline for requests for clarification and questions is October 22, 2010 by 3:00 PM.
