TO ALL PROSPECTIVE BIDDERS:
PURPOSE: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractual haulers to transport and deliver bulk Leafgro organic compost with live bottom trailers and/or tandem dump trucks and pallets of bagged Leafgro on flat bed trailers to to delivery sites in and around the State of Maryland, from the Prince George’s County Yard Waste Composting Facility (PGYWCF) and the Montgomery County Yard Waste Composting Facility (MCYTCF). Trailer bodies must be able to accommodate a minimum of 40 cubic yards of bulk compost. Tandem dump body must accommodate a minimum of 25 cubic yards of compost. A flatbed trailer must accommodate a minimum of 20 pallets, where each pallet will have fifty (50) 1.5 cubic foot bags of Leafgro. This is not an exclusive agreement. MES reserves the right to hire any contractor to haul compost to any point; however, the use of alternate haulers will be infrequent.
BONDING REQUIREMENTS: There are no bonding requirements for this project.
CONTRACT TERM: The contract period will be from date established in the "Notice to Proceed" until December 31, 2012. At its discretion, Maryland Environmental Service reserves the right to extend this contract for a period of two additional years, if mutually agreeable to both parties. If during the term of this contract, Maryland Environmental Service's contract, for marketing compost for the MCYWCF is terminated, that portion of this contract will be terminated accordingly.
MBE SUBCONTRACT PARTICIPATION: An overall MBE subcontract participation goal of twenty-five percent (25%) of the total amount of the bid for each of the individually awardable bid items (Bid Item 1, Bid Item 2, Bid Item 3 and Bid Item 4) has been established for this procurement. Prospective bidders may search the Maryland Department of Transportation (MDOT) MBE Directory online for certified Minority
Business Enterprises by accessing the MES website at http://www.menv.com/mbe.shtml. Both the minority and non-minority prime submitting a bid shall attempt to achieve the MBE subcontract participation goal established in the Invitation for Bids. The MBE prime may not use its workforce to achieve the established MBE subcontract goal.
DEADLINE FOR BID SUBMISSION: The Maryland Environmental Service will receive sealed Bids at its Headquarters in Millersville, MD. Bids will be received until 2:00 PM on November 9, 2010, at which time all bids shall be opened and read aloud. Instructions for delivering bids to the MES Headquarters are included in the solicitation. Bidders are solely responsible for the timely receipt of their bids. Late Bids will not be accepted. Electronically transmitted bids will not be accepted.
