STATEMENT OF QUALIFICATIONS (SOQ), for the Step 1: Request for Qualifications (RFQ), for the project listed below will be received by The State Highway Administration in the Office of Procurement and Contracts, Fourth Floor room C-405 located at 707 North Calvert Street, Baltimore, Maryland 21202 until 12 Noon on the date specified below. The Maryland Department of Transportation (MDOT) hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award. Minority business enterprises are encouraged to respond to this solicitation.

On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended.

It is the goal of MDOT that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal.

Description: I-70 Phase 2D from East of MD 144 to West of South Street. This Contract is a Stipulated Sum, Design-Build contract procured using the "Competitive Sealed Proposals" procurement method as defined in the Code of Maryland Regulations (COMAR) 21.05.03.

The project consists of the design and construction of improvements to Interstate Route 70, connecting ramps, and adjoining roadways between the above limits. The work will consist of the following: raising I-70 mainline profile, ramp profile adjustments, replacing existing bridges over South Street and MTA tracks, base widening, full depth reconstruction, pavement resurfacing, traffic barrier, storm drains, storm water management facilities, erosion and sediment control, new traffic signals, signal modifications, interchange lighting, maintenance of traffic, sinkhole grouting, railroad crossing, and retaining walls. The total project length is approximately 1.02 miles.

All Contract documents and supporting information will be posted and available for downloading free of charge on the SHA Internet site (www.marylandroads.com). To access the RFQ document, click on the link "Contracts, Bids, & Proposals" under "Business with SHA". Click "Competitive Sealed Proposals" under "Construction Contracts". The RFQ and a draft RFP along with concept plans will appear under this link with directions to ProjectWise.

In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless accompanied by a Certified Check, a Cashier's Check or a Treasurer's Check drawn upon a bank, or a Bid Bond payable to the State of Maryland, or Cash, or Trust Account, or pledge of United States backed Securities or State of Maryland Bonds. Special procedures for submitting cash are outlined in COMAR 21.06.07.

Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00.

The Administration reserves the right to reject any and all bids.
