SEALED BIDS for projects listed below will be received by The State Highway Administration’s Office of Construction, in the Bid Box located at the Hanover Complex, 7450 Traffic Drive, Hanover, Maryland 21076 until 12 Noon on the date specified below for Bid Opening, at which time and place they will be publicly opened and read. The Maryland Department of Transportation (MDOT) hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award. Minority business enterprises are encouraged to respond to this solicitation.

On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended.

It is the goal of MDOT that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal.

Bid Opening Date: January 21, 2010 Funding: Federal

Description: This project is located in Prince George’s County, is for the grinding and resurfacing of Interstate I-95/I-495 (Capital Beltway) (outer loop. The project begins at MD 5 (Branch Avenue) and extends north to the D’Arcy Road bridge, for a total length of 4.60 miles. This project will also include the grinding and resurfacing of the following: four (4) full ramps within the MD 4 (Pennsylvania Avenue) Interchange and one (1) full ramp within the Forestville Road Interchange. There will not be milling, resurfacing, or any other type of work on the following three bridges located along I-95/I-495: Suitland Road (Milepoint 9.07 and Structure #16162), Suitland Parkway (Milepoint 9.99 and Structure #16160), and Pennsylvania Avenue (Milepoint 10.78 and Structure #16159). Also, (Example)this project is for the grinding, resurfacing, and safety improvements of MD 4 (Pennsylvania Avenue) in both northbound and southbound directions. The project begins on the south side of the I-95/I-495 bridge and extends to south of Old Marlboro Pike/Westphalia Road, for a total distance of approximately 0.53 miles. The total project length is approximately 5.13 miles.

The work will consist of the following:

· HMA Grinding and Resurfacing

· HMA Partial Depth Patching

· Partial and Full Depth Composite Patching

· Clean, Repair, and Replace Inlets

· Replace Concrete Flumes and End Wall

· Shoulder Drop Off Adjustments

· Combination Curb and Gutter

· W-beam Barrier and W-beam End Treatments Repair and Replacement

· Pavement Markings

· Loop Detectors Replacement

Pre-Bid Conference: A Pre-Bidding Session will not be held for this project.

Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids. Bids must be made upon the blank proposal form which, with specifications and plans, will be furnished by the Administration upon application and cash payment noted.

NO REFUND FOR RETURN OF SPECIFICATIONS AND PLANS. Plans may be purchased from the Cashier's Office 211 East Madison Street, Baltimore, Maryland 21202 (410-545-8490). When material is mailed an additional 10% will be charged for mailing and handling.

In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless accompanied by a Certified Check, a Cashier's Check or a Treasurer's Check drawn upon a bank, or a Bid Bond payable to the State of Maryland, or Cash, or Trust Account, or pledge of United States backed Securities or State of Maryland Bonds. Special procedures for submitting cash are outlined in COMAR 21.06.07.

Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00.

The Administration reserves the right to reject any and all bids.
