TO ALL PROSPECTIVE OFFERORS:



PURPOSEPURPOSE: The Maryland Environmental Service (MES) is soliciting competitive sealed proposals from qualified firms to provide all labor, engines, material and associated installation and modification cost to repower main propulsion and auxiliary engines on the Marine Vessel known as M/V INNER HARBOR SPIRIT operating at the Port of Baltimore and owned by Entertainment Cruises, LLC.



MBE/WBE SUBCONTRACT PARTICIPATION: This project is being funded by American Recovery & Reinvestment Act (ARRA) through the United States Environmental Protection Agency (USEPA). Offerors responding to this solicitation are required to follow the Federal Minority Business Enterprise (MBE) six good faith efforts (as described in MBE Attachment A) for Minority and Women’s Business Enterprise/ (MBE/WBE) Participation. The Offeror shall include a detailed discussion of the work to be completed by any contractor/subcontractors hired to meet the Minority Business Enterprise (MBE) goal established for this project. The proposed means of attaining the goal must be fully explained and demonstrated and will be a factor in the evaluation of the proposals. The Offeror should also document in his/her technical proposal all good faith efforts undertaken prior to proposal submittal toward achieving the established MBE subcontracting goal and subgoals. The MBE goal established for this project is twenty-two percent (22%). The subgoals are eleven percent (11%) MBE goal, and eleven percent (11%) WBE Goal. MBE/WBE goals will also apply to contract change orders and amendments. State certified MBE firms can be found in the MDOT’s online MBE directory by accessing the website: http://mbe.mdot.state.md.us/directory/.



All offerors must return completed and signed MBE Attachment A (Certified MBE Utilization and Fair Solicitation Affidavit) with their technical proposals and MBE Attachment B (Disadvantaged Business Enterprise Program, DBE Subcontractor Utilization Form – US EPA Form 6100-4) with their financial proposals. Proposals submitted without the MBE Utilization and Fair Solicitation Affidavit (MBE Attachment A) or Disadvantaged Business Enterprise Program, DBE Subcontractor Utilization Form, EPA Form 6100-4 (MBE Attachment B) may be rejected.



Both the minority and non-minority prime submitting a proposal shall attempt to achieve the MBE subcontract participation goal established in the Invitation for



Bids. An MBE prime contractor may not use its workforce to achieve the established MBE subcontract goal.



The following forms will be required of successful offeror as a condition of award:

Disadvantaged Business Enterprise Program DBE Subcontractor Performance Form (EPA FORM 6100-3)

Disadvantaged Business Enterprise Program, DBE Subcontractor Participation Form (EPA FORM 6100-2)



INFORMATIONAL CONFERENCE: An informational conference is scheduled for 8:30 AM on October 5, 2010 aboard the M/V Inner Harbor Spirit located at 561 Light Street, Baltimore, Maryland 21202. Directions and parking information can be found at http://spiritcruisesbaltimore.com/Baltimore/directions. The purpose of the Conference is to allow potential Offerors the opportunity to ask questions requiring clarification. Attendance at the informational conference is not mandatory.



TIME FOR PERFORMANCE: The time for performance under this contract is 150 days. In addition, the successful contractor will be asked to complete installation of the specified equipment and provide final invoice for the project by July 31, 2011 prior to the grant funding expiring.



DEADLINE FOR SUBMISSION OF PROPOSALS: The Maryland Environmental Service will receive sealed Proposals at its Headquarters in Millersville, MD. Proposals must be received before 2:00 pm on November 4, 2010. Offerors are solely responsible for the timely receipt of their proposals. Late Proposals will not be accepted. Electronically transmitted proposals will not be accepted.



To ensure timely delivery to the Procurement Division before the established proposal due date and time, both the exterior and interior envelopes – particularly those delivered via courier (i.e. UPS, Fed Ex, USPS, etc.) – MUST BE marked as specified.



Completed proposals - one (1) original and four (4) separately bound copies of the technical proposal and one (1) original and four (2) separately bound copies of the financial proposal - shall be properly signed with all required attachments, and placed in sealed envelopes addressed to:
