Request for Proposals for Consulting Services for Tax Database Development & Reporting

The Comptroller of Maryland is releasing an RFP to competitively acquire Consulting Services for Tax Database Development and Reporting. The contract term shall begin upon issuance of notice to proceed and shall end December 31, 2015. There are no renewal options.

A pre-proposal conference will be held Friday, September 24, 2010, beginning promptly at 9:00 a.m., Room 114 (Assembly Room), 80 Calvert Street, Louis L. Proposals must be received by Tuesday, October 19, 2010, 1:00 p.m. EST, at the address indicated in the RFP. Late proposals will not be accepted or considered.

Summary Statement

The State Comptroller of Maryland, Bureau of Revenue Estimates, intends to competitively acquire the services of a consulting firm to develop an individual income tax database from Maryland tax returns for tax years 2009, 2010, 2011, 2012, and 2013. The database will be developed using actual, rather than blurred, data from individual income tax returns.

Under Chapter 13 of the Acts of 1987, the Comptroller of Maryland is required to annually develop a database. Further, the database must be completed by the end of the year after the filing year (i.e., tax year 2009 must be completed by end of 2011). The uses of the database are as follows:

1. to provide descriptive information regarding magnitudes by income class and place of residence of the sources of income, types of exemptions, types of deductions, types of addition and subtraction modifications and filing status;

2. to provide detailed and summary information that will be useful in answering policy questions regarding proposed changes in Maryland state income tax law;

3. to provide detailed and summary information that will be useful in determining the impact of federal law changes on Maryland state and local income tax liabilities; and,

4. to provide detailed and summary information that will be used to forecast State revenues.

Pre-proposal Conference

A pre-proposal conference will be held on Friday, September 24, 2010, beginning at 9:00 a.m. in Room 114 (Assembly Room) of the Louis L. Goldstein Treasury Building, 80 Calvert Street, Annapolis, Maryland 21401.

As promptly as is feasible subsequent to the pre-proposal conference, a summary of the conference and all questions and answers known at that time will be distributed to all prospective offerors known to have received the RFP.

Attendance at the pre-proposal conference is not mandatory, but all interested offerors are encouraged to attend in order to better facilitate preparation of their proposal. In addition, attendance may facilitate the offeror’s understanding of RFP requirements and ability to meet the state’s Minority Business Enterprise (MBE) goals. If your firm plans to attend the pre-proposal conference, please notify Ms. Susan Phillips by Thursday, September 23, 2010, by phone at 410-260-7220 or by e-mail at sphillips@comp.state.md.us. Additionally, if there is a need for sign language interpretation and/or other special accommodations due to a disability, please call no later than September 16, 2010. The Comptroller will make a reasonable effort to provide such special accommodations.

Questions and Inquiries

The Issuing Office will accept written questions from prospective offerors prior to the pre-proposal conference. If possible and appropriate, such questions will be answered at the pre-proposal conference. No substantive question will be answered prior to the pre-proposal conference. Questions may be submitted by mail, facsimile, or preferably, by email to the Issuing Office. Questions, both oral and written, will also be accepted from prospective offerors attending the pre-proposal conference. If possible, and appropriate, these questions will be answered at the pre-proposal conference. Questions will also be accepted subsequent to the conference and should be submitted in a timely manner prior to the proposal due date. Time permitting, answers to all substantive questions that have not previously been answered, and are not clearly specific only to the requestor, will be distributed to all offerors who are known to have received a copy of the RFP.

Closing Date

An unbound original and five (5) bound copies of each proposal must be received at the address listed in the cover letter by Tuesday, October 19, at 1:00 p.m. EST, in order to be considered. An electronic version (diskette or CD) of the Technical Proposal in MS Word format must be enclosed with the original Technical Proposal. An electronic version (diskette or CD) of the Financial Proposal in MS Excel format must be enclosed with the original financial proposal. Diskettes are to be labeled with the Date, RFP title, RFP number, and offeror’s name, and packaged with the original copy of the appropriate proposal (Technical or Financial).

Requests for extensions of this date or time will not be granted. Offerors mailing proposals should allow sufficient mail and internal delivery time to ensure timely receipt by the Issuing Office. Except as provided in COMAR 21.05.03.02, proposals received by the Issuing Office after the closing date will not be considered. Proposals may not be submitted by e-mail or facsimile.

Use of “eMarylandMarketplace”

“e-MarylandMarketplace” is an electronic commerce system administered by the Maryland Department of General Services and is free-of-charge to vendors. In addition to using http://compnet.comp.state.md.us/Procurement/General_Procurements/Bid_Board.shtml (the Comptroller of Maryland web site) and other means for transmitting the RFP and associated materials, the solicitation and summary of the pre-proposal conference, offeror questions and responses, addenda, and other solicitation related information, this information will also be provided via e-MarylandMarketplace.

In order to receive a Contract award, a Contractor must be registered on eMarylandMarketplace. Each offeror must indicate their eMarylandMarketplace vendor number in the Transmittal Letter submitted at the time of their Technical Proposal submission.
