Summary Statement

The Office of the Maryland WIC Program is the designated State Agency for Maryland and responsible for the statewide administration of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). WIC is a federally funded program administered at the federal level by the Food and Nutrition Services (FNS), United States Department of Agriculture (USDA).

The purpose of the WIC program is to provide supplemental foods and nutrition education through Local Agencies at no cost to eligible persons. The WIC Program serves as an adjunct to good health care during critical times of growth and development to prevent the occurrence of health problems and improve the health status of low-income pregnant and postpartum women, infants, and children under five years of age who are at nutritional risk. The Office of the Maryland WIC Program promotes breastfeeding and encourages new mothers to breastfeed their newborn infants. The Office of the Maryland WIC Program within the Maryland Department of Health and Mental Hygiene (DHMH) is soliciting a Radio station sponsorship for a period of three consecutive weeks to promote breastfeeding. The purpose of this Bid Board Notice is solicit bids from broadcast radio stations (AM or FM) and companies/individuals who have professional relationships with broadcast radio stations (AM or FM) that have a large listening audience of Hispanic women from the ages of 18 years of age to 35 years of age in the targeted area of Montgomery and Prince George’s Counties. Proposals of $20,000 or less will be considered.

SCOPE OF WORK
The Office of the Maryland WIC Program is seeking SBR broadcast radio stations (AM or FM) or SBR companies/individuals who have professional relationships with broadcast radio stations (AM or FM) that reach WIC’s target audience of Hispanic women from the ages of 18 years of age to 35 years of age in Montgomery and Prince George’s Counties. The radio station will air 60-second breastfeeding spots owned and provided by DHMH’s Office of the Maryland WIC Program. The spot shall be aired for up to 3 weeks, between August 16, 2010 to September 30, 2010.

DESCRIPTION OF SERVICE

The contractor shall provide the following services:

1. Create and produce, two sixty-second commercials using the content provided by the Office of the Maryland WIC Program and translating it into Spanish and have the commercial approved by the Office of the Maryland WIC Program. Supply Beta versions to the WIC Program upon completion of this contract.



2. Air a minimum of 69 sixty -second commercials provided by the Office of the Maryland WIC Program to WIC’s target audience of Hispanic women from the ages of 18 years of age to 35 of over the course of a 3 week campaign of which the beginning date will be approved by the Office of the Maryland WIC Program. The weekly time spots shall include a minimum of:

a. 6 spots to air Monday through Friday 6:00 A.M. to 10:00 A.M.;

b. 4 spots to air Monday through Friday 10:00 A.M. to 3:00 P.M.;

c. 6 spots to air Monday through Friday 3:00 P.M. to 7:00 P.M.;

d. 7 spots to air Saturday through Sunday 8:00 A.M. to 7:00 P.M.

2. Provide a report of when Commercials actually aired.

3. Provide a link to the Office of the Maryland WIC Program’s web site on the radio station’s web page.

4. Describe any promotional added value that would be offered to the State, above and beyond the specified number of spots on the bid page. This can consist of additional radio spots, radio website exposure, radio or website contests, or a combination of all the above.
CONTRACT TERM

The term of this contract shall be from August 16, 2010 to September 30, 2010.
SUBMISSION DEADLINE

Proposals must be mailed or hand-delivered and must be received by the PROCUREMENT OFFICER NO LATER than 2:00 p.m. on Friday July 9, 2010 in order to be considered.
