SECTION 00100 – NOTICE TO CONTRACTORS:



The Board of Education of Baltimore County invites Suppliers to bid on the REPLACEMENT OF GREENHOUSES FOR LANSDOWNE HIGH AND HEREFORD HIGH SCHOOL for Baltimore County PublicSchools, Solicitation Number MWE-807-11. Procurement questions can be emailed to Melanie Webster at mwebster@bcps.org. You must identify the bid number, within your email message. Verbal questions will not be taken.



Contractors proposing to bid may obtain solicitation documents beginning Thursday, July 22, 2010, through www.bcps.org. Scroll to the bottom of the BCPS web-page; Click the link: "Do business with BCPS" (under the "How do I?" section); Click the "Bid Board" link; Click onto "Invitation to Bid”. Solicitation documents can be ordered electronically or picked-up in person from Gardens Reprographics (419 Saint Paul Place, Baltimore, MD 21202. Hours: Monday through Friday 8 – 5. Phone: 410-539-2763).



A pre-bid meeting is scheduled for August 5, 2010, 1:30 P.M., at Hereford High School, 17301 York Road, Parkton, MD 21120.



Sealed bids will be received until August 19, 2010, no later than 2:00 P.M. in the Office of Purchasing at Baltimore County Public Schools, located at 1940 Greenspring Drive, Suite G, Timonium, MD 21093. A public bid opening will be held approximately 10 minutes after the due date and time for this solicitation.



All bidders shall be pre-qualified by Baltimore County Department of Public Works (BCDPW), Contracts Division, Category "I", Buildings, Classification Number 2 (Renovations), prior to the date of bid opening.



The contractor or suppliers who provide materials, supplies, equipment, and/or services for the above bid shall attempt to achieve 14% participation of Minority Business and/or Small Business Enterprise organizations in response to the Board of Education’s goal for economic development. Certified Minority Business Enterprises and Small Business Enterprises are encouraged to respond to these solicitations.



Bidders shall include minority and small business enterprise material as provided herein with their proposal.



Bidders failing to submit the minority and small business enterprise material as provided herein, including the Small and Minority Business Enterprise Utilization Affidavit may result in the bid being determined nonresponsive.



The Board of Education of Baltimore County reserves the right to reject any or all proposals and to waive informalities.
