To Whom It May Concern:



The Public Service Commission of Maryland (“Commission”) is seeking expert consultants to assist its Technical Staff (“Staff”) and its Commissioners in evaluating the acquisition of Allegheny Energy, Inc. by FirstEnergy Corp.



If you are interested in submitting a proposal(s) to provide the above requested services, please review the attached documents containing: technical requirements; scope of work, proposal format, evaluation criteria, MBE requirements and mandatory documentation. These documents are also available on the Commission’s website www.psc.state.md.us. and eMaryland Marketplace (www.eMarylandMarketplace.com).



Due to the potential conflict that could result in an award of a contract for both of the above RFPs, one Offeror will not be awarded a contract for both solicitations. However, an Offeror may bid on both proposals. If an Offeror responds to both RFPs, the mandatory cover letter for each proposal must clearly indicate the Offeror’s preferred award (first choice).



The pre-proposal conferences are scheduled for the same day at different times. The due date for both proposals is also the same date at different times.
