SOLICITATION NOTICE

DESCRIPTION: Patching and Painting of 2nd floor Constituent Services Offices and
4th Office of Technology for Human Services
SUMMARY STATEMENT: The Department of Human Resources’ Division of Administrative Operations, Facilities Unit intends to acquire a contractor to patch and paint two separate areas in the DHR Facility located at 311 W. Saratoga Street in Baltimore.
The first area is the Constituent Services Office, located on the 2nd floor (247). It has a total of 4,208 sq footage of wall space. This space is free from employees but will require partitions to be removed 2 ft from the wall in order to paint from the ceiling to floor. The partitions will be replaced once the painting has been completed. The second area is Office of Technology for Human Services located on the 4th floor (407); and is 1,110 sq. footage of wall space. The area is absent of furniture and employees. The total combined sq footage of wall space is 5,318 sq footage of wall space.
Walls, painted doors and doors frames, must be painted to match existing color. All wooden doors must be removed prior to painting, and be replaced once painting has been completed. One coat of primer and at least 2 coats of paint must be used on all surfaces. Work is to be done during normal business hours Monday through Friday 8:00 am - 5:00 pm beginning on or about Wednesday May 5, 2010. Contractor’s vehicles will be allowed access to the garage entrance on 310 W. Mulberry St. The successful Bidder will be given two weeks to complete all work.
REQUIREMENTS: Bidders must be licensed to conduct business in the State of Maryland and be properly insured. The Division of Administrative Operations’ Facilities Unit needs the following completed:
· Move partitions 2 feet from wall.
· Patch and paint common areas, 5 offices and an open area on the 4th floor.
· Repair and replace black cove base trim in 4th floor open area and 247 areas. The cove base is 6” in diameter.
· Contractor will remove all trash and ensure that areas are free from debris.
· Contractor to provide all paint and materials necessary to complete the project.
· Contractor will dispose of materials off site at vendor’s expense.
· Remove all wooden doors and replace once paint has dried.
ADDITIONAL INFORMATION: A walk-through (site visit) will be conducted on Tuesday, April 27, 2010 beginning at 10:00 am promptly at the Department of Human Resources, 311 West Saratoga Street; Baltimore, Maryland. The walk-through is designed to allow Bidders an opportunity to familiarize themselves with the specifications and measurements of the work area. Prospective Bidders must arrive on time in order to participate in the walk-through. No subsequent walk-through will be conducted after this date.

BASIS FOR AWARD: Award of this contract will be made to the responsive and responsible bidder submitting the most favorable (lowest) bid price in accordance with COMAR 21.05.07.06.D (2).
