Purpose:

The Maryland Department of Housing and Community Development (DHCD), a principal department of the State of Maryland (State), is issuing this Request for Proposals (RFP) seeking proposals from offerors to update and publish Keys to Success: A Guidebook for the Maryland

Community Development Block Grant Program (the Guidebook), which is a basic, “user friendly” road map for the State Community Development Block Grant (CDBG) program. Specific qualifications and services to be provided are outlined in Section 4 of the RFP.
