The Board of Education of Baltimore County invites Suppliers to bid on the installation of SPLIT SYSTEM AIR CONDITIONING UNITS FOR TELECOMMUNICATION CLOSETS at various schools for Baltimore County Public Schools, Solicitation Number PCR-273-10. A pre-bid meeting is scheduled for March 11, 2010, 11:00AM at BCPS - Department of Physical Facilities, Office of Engineering & Construction, 9610 Pulaski Park Drive, Suite 204; Baltimore, MD 21220. Sealed bids will be received until March 25, 2010, 10:00AM. in the Office of Purchasing at Baltimore County Public Schools Office of Purchasing, located at 1940 Greenspring Drive, Suite G, Timonium, MD 21093. A public bid opening will be held approximately 10 minutes after the due date and time for this solicitation. All bidders shall be pre-qualified by Baltimore County Department of Public Works (BCDPW), Contracts Division, Category "I", Buildings, Classification Numbers 4 (Renovations) and 5 (Mechanical), prior to the date of bid opening.
The contractor or suppliers who provide materials, supplies, equipment, and/or services for the above bid shall attempt to achieve 14% participation of Minority Business and/or Small Business Enterprise organizations in response to the Board of Education’s goal for economic development. Certified Minority Business Enterprises and Small Business Enterprises are encouraged to respond to these solicitations. Bidders shall include minority and small business enterprise material as provided herein with their proposal. Bidders failing to submit the minority and small business enterprise material as provided herein, including the Small and Minority Business Enterprise Utilization Affidavit may result in the bid being determined nonresponsive.

Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. The contractor or supplier who provides materials, supplies, equipment and/or services for this construction project shall attempt to achieve the specific overall MBE goal of 27 percent established for this project. All prime contractors, including certified MBE firms, when submitting bids or proposals as general or prime contractors, are required to attempt to achieve this goal from certified MBE firms. The subgoals established for this project are 0 percent from African American-owned businesses and 0 percent from woman–owned businesses. The bidder or offeror is required to submit with its bid or proposal a completed Attachment A - Certified MBE Utilization and Fair Solicitation Affidavit and Attachment B - MBE Participation Schedule, as described in the solicitation documents.
