The Maryland State Retirement Agency (Agency) is the administrator of the Maryland State Retirement and Pension System (System). The System was established by the State Personnel and Pensions Article of the Annotated Code of Maryland to provide retirement allowances and other benefits to State employees, teachers, police, judges, legislators and employees of participating governmental units. The combined systems’ net assets held in trust to pay pension benefits totaling approximately $32 billion as of June 30, 2010. Additionally, the System has in excess of 316,000 participants, of which approximately 200,000 are active members, administered by a full time staff of approximately 200 employees. Responsibility for the System’s administration and operations is vested in a 14-member Board of Trustees (Board) made up of public officials, elected representatives of State employees and retirees, and appointed representatives of participating governmental units and the public. The Agency is fiscally controlled by the State of Maryland by virtue of the statutes and executive controls existing with respect to its operations, policies, and administrative budget. The Agency is seeking a qualified vendor to conduct a study to determine the costs and benefits of exempting the Agency from the constraints of the State’s Spending Affordability Committee and establishing the Agency as a quasi-State agency with independent, Board controlled budget, procurement, and personnel authority, including position creation, hiring, and salary setting authority. The Study is to be completed by May 31, 2011
