YWCA Greater Baltimore

Is accepting General Contract Information – Invitations to Bid on the Renovations (Alterations, Additions and Improvements) to an existing YWCA building at 4000 Southwestern Boulevard, Baltimore, Maryland, 21201.

All construction work is included in one Prime Contract. Bidders may secure Bid Set Documents upon payment to the printer of $100.00.

A Mandatory pre-bid meeting will be held on Tuesday, June 29, 2010 at 9 a.m. local time at 4000 Southwestern Boulevard.

Sealed proposals for this contract will be accepted from bidders on or before July 14, 2010 at 2 p.m. EST. Proposals should be delivered by certified mail to the YWCA office by the bid deadline at the following address:

Note: Bid Set Documents will consist of One (1) Paper Copy Project Manual (Specifications) and one (1) paper copy of the drawings in 24” x 36” format. The awarded bidder will also receive electronic copies of the drawings.

The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, Maintenance Bond, and a Labor and Material Payment Bond.

The project is subject to a Minority Business Enterprise (MBE) utilization goal of 17% and Women’s Business Enterprise (WBE) programs of 3%. The goal requirements are more fully explained in the specifications. The MBE/WBE forms in the proposal booklet must be completed and submitted at the time of bid opening.

The bidders must comply with Fair Housing act; Multi-family dwellings must meet the design and construction requirements at 24 CFR 100.25, which implement the Fair Housing act (42 U.S.C. 3601-19).

The bidders attention is called to the standard federal equal employment opportunity construction contract specifications (executive order 11246) which is a part if the contract proposal.

This contract is subject to all appropriate federal laws included Title VI of the Civil Rights Act of 1964, as amended; Title VII of the Civil Rights Act of 1964 as amended; Title VIII of the Civil Rights Act of 1968, as amended: Baltimore County Office of Community Conservations Policy on Equal Opportunity; Article 49B Sections 19 and 20, Md. Ann. Code, as amended; and all applicable laws, rules and regulations relating to fair employment hiring and fair housing practices.

Contractors must meet prevailing wage standards of labor in accordance with the Davis-Bacon act. Contractors must not be listed on the "Unacceptable Risk Determination” list of the Department of Housing and Urban Development of the farmers’ home administration.
