Summary Statement
1. The Maryland Department of the Environment, Land Management Administration, Abandoned Mine Land Division (AMLD) is seeking the services of a Contractor to provide technical assistance in the area of mining engineering, mine reclamation, and any other related services necessary for project development and implementation. The selected contractor shall perform services of a general contractor for AMLD, either providing consulting services or subcontracting for the needed services as described in this RFP.

2. The general contractor is expected to provide technical services to support AMLD’s responsibilities for regulating mining and accomplishing mine reclamation activity in such areas as:

a) hydrology - how coal mining and mine reclamation effects the properties and distribution of water on the earth surface.

b) hydrogeology – how coal mining and mine reclamation effects the properties and distribution of water below the earth surface.

c) biology - how coal mining and mine reclamation effects the terrestrial and aquatic plant and animal life.

d) geochemistry – how coal mining and coal mine reclamation effects the chemistry of land and water.

e) engineering – mining engineering or civil engineering.

MDE intends to select two (2) or up to two (2) firms for this contract. The contract to be awarded will be a Fixed Price, indefinite quantity in accordance with COMAR 21.06.03 and will remain in effect for a period of five (5) years. The contract period would run from date of approval for a period of five (5) years.
