PROJECT DESCRIPTION:

The rubble landfill was used for the disposal of the rubble created when demolishing the manufacturing facility in order to build the Western Correctional Institution and North Branch Correctional Institution. The rubble landfill had an intermediate cap installed upon completion of the demolition. The Maryland Department of Public Safety and Correctional Services retained Century

Engineering, Inc. to prepare a landfill closure cap design, obtain the necessary permits, and perform construction management for the work. The rubble landfill closure cap is located south of the

existing Western Correctional Institution between the Potomac River, Warrior Run, and the CSX Railroad tracks. It resides on part of what was once the original fly ash lagoon for the

manufacturing facility. The rubble cell is approximately 4.5 acres. The elevations within the project area range from 640 feet above mean seal level (MSL) to 672 feet MSL. The rubble cell itself

is a mound with no external contributing drainage area. Runoff from the cell flows into the original sediment trap where it then enters the subsurface flow due to the trap’s proximity to the river

and the porosity of the material between the trap and the river. The material in this area consists primarily of ash, which has a hydraulic conductivity. The rubble cell currently has an intermediate

cap in place that has not been maintained and is overgrown with vegetation. The vegetation ranges from grasses to trees. This cap is ash and is very fertile. It is also non-cohesive, which presents

some issues for compaction in considering the cap material.
