Summary Statement



The purpose of this Request for Proposals (“RFP”) is to invite Offerors experienced in real estate title, settlement and related services to submit proposals to the State Highway Administration (SHA) outlining in detail their ability to provide such services to SHA in the following regions:



1. Region I, which includes all locations within the boundaries of Prince George’s, Saint Mary’s, Calvert and Charles Counties.

2. Region II, which includes all locations within the boundaries of Montgomery County.

3. Region III, which includes all locations within the boundaries of Baltimore, Harford, Anne Arundel and Howard Counties.

4. Region IV, which includes all locations within the boundaries of Allegany, Garrett, Washington, Carroll and Frederick Counties.

5. Region V, which includes all locations within the boundaries of Somerset, Worcester, Wicomico, Dorchester, Cecil, Kent, Queen Anne’s, Talbot and Caroline Counties.



Multiple contracts may be awarded based upon the offers submitted in response to the RFP. The total of all contracts awarded may not exceed Two Million Five Hundred Thousand Dollars ($2,500,000.00). Award of contract does not guarantee assignment of work.



Due to the need to have this service available, SHA intends to make up to ten (10) separate awards (2 awards per region) to the firms offering the most advantageous proposals receiving the highest overall ranking (considering both technical factors and price) within each region. Each award will be for an identical Scope of Services, and each of the successful contractors must be able to perform all of the categories of the Scope of Services. Offerors submitting proposals in response to this RFP shall be required to propose in all categories identified in Section II (Scope of Work).
