Legislative Update 2-4-2010

The Governor gave his State of the Union address this week and his focus was on the economy and job creation. In his address he said:

There is no government program as important or as empowering as a job. Therefore, progress requires that we focus the energies of this session on three primary actions: creating jobs, saving jobs and protecting jobs.”

As part of that focus, the Governor has proposed a $3000 tax credit for businesses that hire someone off Maryland’s unemployment rolls. His plan to strengthen small businesses also includes the creation of a loan guarantee program and streamlined loan application and approval processes for small businesses.

On a less positive note, legislation has been introduced that would prohibit an employer from using a credit report or history when making hiring decisions unless there is a bona fide work related purpose. The business community is hopeful this legislation can be defeated.

Negotiations with the Governor’s office and legislative leadership continue on the unemployment insurance initiative. Further updates forthcoming as the Session progresses. Questions or comments? Don't hesitate to contact me.
