COX CREEK WRF ENR UPGRADE
DESIGN AND CONSTRUCTION PHASE SERVICES
Stearns & Wheler GHD, an environmental engineering consulting firm located in Bowie, Maryland, is seeking qualified Minority and Women’s Business Enterprises capable of completing cost estimating, programming, electrical construction oversight, and/or as-built development related to the design and construction phase of the Cox Creek Water Reclamation Facility Enhanced Nutrient Removal Upgrade.
Cost Estimating
The scope of work will include but is not limited to developing a capital, O&M and 20-yr present worth cost analyses for various design modifications and equipment alternatives at the WRF relating to scum handling and membrane filtration.
Programming
The scope of work will include but is not limited to developing PLC and supervisory programs (SCADA) to facilitate monitoring and control of new processes and equipment.
Electrical Construction Oversight
The scope of work may include, but is not limited to the following:

Provide a part-time resident representative (approximately 8 hours per month) to observe installation of electrical and I&C facilities.

Complete daily field reports for each day onsite.

Maintain electrical and I&C related correspondence in the field trailer.

Attend progress meetings.

Review equipment delivered to site to ensure conformance with approved shop drawings.

Maintain electrical test reports.

Maintain electrical Record Drawings.

Assist with preparation and updates to punchlist.

Assist in start-up testing and training.
As-Built Development
The scope of work will include but is not limited to preparing AutoCAD as-built drawings based on red-line drawings provided by field personnel.
If you are qualified to complete this work, please respond with an expression of interest (EOI) by January 8, 2010. Upon receipt of an EOI, a Request for Proposal (RFP) containing a detailed scope of work shall be sent to interested firms.
